abstract: European Construction Industry Federation (Fédération de l'Industrie Européenne de la Construction - FIEC), representing 2.4 million SME-s and The Belgian Building Research Institute (Le Centre Scientifique et Technique de la Construction - CSTC) with contributing members of more than 65 000 Belgian construction companies have recognised following serious problems, related to competitiveness of European construction industry: Comparing with other industries, the added value in construction is low European construction SME-s will become increasingly vulnerable from competition from ultra-low cost low-experienced migrant workers and companies from Asia Pacific region The usage of ICT solutions in construction industry is significantly smaller than in other industries 25-50% of engineering and management time on construction sites is wasted originating from incorrect initial information or non conformity of project and reality communication shortages and delays during the construction performance and therefore billions of €’s are wasted The general goal of Mobi3Con project is to overcome the gap in 3D information between the actual situation and information stored in the construction stakeholders’ databases. There is a significant gap between the requirements of the users of existing 3D solutions and their cost and actual capabilities. To bridge these gaps we will develop a rugged and robust handheld 3D navigation and 3D data processing system, usable on site and in field conditions which will enable easy 3D data management. Our solution will enable 3D navigation in buildings and enable interaction with generally accepted engineering software tools. It will be easy to use and inexpensive for construction SME-s. To communicate with existing 3D enterprise resource management and client management systems it will be able to collect, process, and transfer 3D data about field conditions and infrastructure locations on construction sites and provide interoperability with existing 3D data processing systems via access interfaces, developed during Mobi3Con project. Our consortium represents 9 participants from 6 EU countries
